Temperatures in my area are staying in the 30s now. We keep the house somewhat cool, so the temperatures in our tents are cooler (60s or so). Should we still have the fans on in the grow tents?
You should get a space heater to get the temps in the 70's. Fans are always needed to provide air circulation to prevent mold, pests and strengthen the plant.
After reading the brochure, I have more questions than answers. What is EC? What is the PPM (700 scale)? And instead of following their formula, cut in half?
Hey guys, with overwatering being a huge issue when growing cannabis, I wanted to see how much everyone waters as I'm concerned I may be giving my plant too much water. I'm in a 5 gallon fabric pot using soil mixed with some coco and perlite. It takes about 6 quarts of water to get around 10-15% runoff, which I only do every 4th of 5th watering since I'm using organic nutes. Most of the time I just give it a gallon with no run off, but I'm wondering if I should give it less, so I can feed more often then every 4-5 days? Thoughts?

If you're in the last two weeks of flower, then you're fine, but I would still have fans on for air circulation to prevent bud mold/rot.
Definitely
I was going to answer but @D K and @mwhite9829 beat me to it lol
