What size grow space are you looking to cover?
I currently have a 4x4 for veg and a 5x5 for flower. Inline fans oscillating fans and humidifiers in place. Plants are doing ok. Actually great just have 4 smaller lights going. Was giving thought to one bigger light and 3 less cords. I'm preferential to leds.
Also with 2 of these, dehumidifier, heater, 2 fans, during peak usage. Aka Veg. My bill jumped up around 50$ a month. Not bad considering i harvested 1.184 LBS in a 7x7x8 tent. During Flower it was like 40 bucks more a month. But it does depend on the climate of your area wether you will need humidifier and AC too. That will increase costs a bit. Getting climate controller will make system more efficent.
Are looking for HID or LED ? I am saving huge money year round indoor with an LED rt now. The LED’s out now produce great yields with no heat worries. Spend some coin on a good LED and you wont be disappointed. LEDgrowlightdepot has all the options you need and is a great company.

For your Veg light, does the spectrum have much importance to you? I ask because some may want a spectrum geared towards the vegetative stage while others prefer a full-spectrum throughout their grow. If I know that info I can advise a little better.
Took a look......wow. 900 usd!!! Maybe I'm not ready. Lmao. That's nearly 2 weeks paychecks for me. Have these things that get in the way called bills. Smh.
Look at the sun systems 315W LEC. 350usd +-50bucks shipping and or included. a light you can order online might be a little more with shipping but your local hydroponics/grow shop can order it. Look at my previous posts on my harvest and pics of plants. I recommend this one for price and loght output. And 315 watts. Cheap to run. Bulbs are 100 bucks ish but last a ouple years of growing continuously. And after that its at 80% efficient still. One would get you started in a 4x4 easy.
Yeah I can't say I recommend the cheaper LEDs. They use low-quality components that sometimes die out within a few years. You may want to go with CMH or even a MH/HPS setup to stay within your budget.
